Avautuma

Norjan hallitus on tehnyt heinäkuussa päätöksen, jolla vauhditetaan avoimien standardien ja tiedostomuotojen käyttöä julkishallinnossa.

Päätöksen seurauksena 1.1.2011 alkaen sähköpostiliitteinä lähetettävät dokumentit on lähetettävä PDF- tai ODF-formaatissa. Lisäksi 1.1.2012 alkaen hallituksen operoimilla web-sivustoilla multimediasisältö on julkaistava avoimissa tiedostoformaateissa seuraavasti:

• Video: Theora/Vorbis/Ogg or H.264/AAC/MP4
• Ääni: Vorbis/Ogg, MP3 or FLAC/Ogg
• Kuvat: JPEG or PNG

Ministeri Heidi Grande Røysin perustelut eivät lisäselittelyjä kaipaa:

- All users are supposed to have equal access to public information and services on the internet. The state should not discriminate users based on what kind of technical equipment and soft ware they are using. This decision means that the users are granted a right to watch or download multi-media material from the state in open format; that is, formats not locked to specific suppliers in the market, reform minister Heidi Grande Røys says.

Avoin dokumenttistandardi ODF on myötätuulessa myös Unkarissa ja Malesiassa, jotka ovat hyväksyneet sen kansalliseksi standardiksi. Saman päätöksen ovat jo aikasemmin tehneet Brasilia, Kroatia, Ecuador, Italia, Etelä-Korea, Etelä-Afrikka, Ruotsi ja Taiwan. Milloin Suomi seuraa perässä?

ODF TO BE OBLIGATORY IN NORWEGIAN PUBLIC SECTOR

Beginning on January 1, 2011  it will be obligatory to use ODF or PDF  when exchanging documents as e-mail attachments between government institutions and users in Norway. ODF and PDF were included in the government's so-called Reference Catalog and is the second step in a long-term effort by the Ministry of Government Administration and Reform to establish recommended and obligatory IT standards to be used by public institutions and enterprises.
